MINUTES OF THE MEETING HELD
27TH JULY 2020

1. APOLOGIES
Cllr Fry (ELDC) sent his apologies
2. DECLARATIONS OF INTEREST
There were none
3. MINUTES OF THE MEETING HELD 2ND MARCH 2020
It was resolved that the Chairman sign the minutes of the meeting held 2nd March 2020 as a correct record.
4. UPDATE
The Clerk gave a brief update on matters since the last meeting.
Cllr Fry (ELDC) has sent an e mail updating ELDC matters – Horncastle Hub progressing, budget amendment agreed to enable ELDC to continue to deliver balanced budget, received £1.8m of Government funding and distributed approx £45m in Government grants to businesses. LCC re-initiated devolution process to deliver single unitary authority by 2022, ELDC currently opposed to this.
Cllr Nayak informed members the notice board had been repaired.
5. FINANCIAL
a) Accounts for payment:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (April/May/June/July) £319.32
L. Croft (internal auditor) £ 30.00
b) Audit papers 19/20:
i) It was resolved that the Council declare itself exempt from a full audit and the Chairman sign the Exemption Certificate
ii) It was resolved to approve the Governance document and the Chairman signed
iii) It was resolved to approve the accounts and the Chairman signed.
There were no matters raised by the Internal Auditor.
6. ANY OTHER MATTERS/NEXT AGENDA
- It was noted Acthorpe Road had been marked out for repairs
- Cllr Nayak updated on work she had done regarding broadband provision – more delays to Phase II, she would keep chasing.
- New website – members to send any information to be put on new style LCC Parish Councils website.

Set at 29th September 2020 to start at 7pm with Annual Public Meeting, council Meeting to follow immediately afterwards.
