Minutes of the meeting held 7th December 2021

PRESENT:  Cllrs Williams (Chair); Lacey; Gorwood; Dobson; Day and Nayak.

There were no members of the public present for a public session

29           APOLOGIES

                Apologies and valid reasons for absence were received from Cllr Jobe and these were accepted.

                Cllr Fry (ELDC) had also sent his apologies.

30           DECLARATIONS OF INTEREST

                There were none

31`          MINUTES OF THE MEETING HELD 17TH SEPTEMBER 2021

                It was resolved that the Chairman sign the minutes of the meeting held 17th September as a correct record.

32           UPDATE

                Cllr Lacey had mounted the dog fouling signs onto frames and had fixed some up in the village.  He and Cllr Nayak to look at further areas.  Members expressed their thanks to Cllr Lacey for his work in this.

                Fly tipping – Cllr Lacey collecting rubbish from the layby and leaving it for ELDC to collect.

                Abandoned caravan – it was confirmed that the caravan had broken down and was awaiting collection, it had now been collected and removed.

33           ELDC/LCC UPDATES       

                There were no representatives present.

34           FINANCE

                a) Accounts for payment

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (Oct/Nov/Dec)                                        £239.49

                Fillingham Trees                                                                               £132.00

                Reimburse Clerk for purchase dog fouling signs                   £  19.68

                Church Institute (2020 & 2021 meetings)                              £48.00

                b)  Budget/Precept

                It was resolved that the precept for 2022 / 2023 year remain at £2000.

35           CORRESPONDENCE

                Local Facilities Guide – no updates

                Local Transport Plan – emailed to members earlier

                Salt bag offer LCC – not required.

36           JUBILEE TREE

                After discussion on the merits of a single Copper Beech or a pack of 15 saplings, it was resolved that the Council purchase a single Copper Beech tree to be positioned on the fork on Ackthorpe Road.  Local landowner agreed to erect protective fencing. 

37           SPEED LIMIT

                After discussion it was agreed to support the proposed reduction in speed limit to 40mph on the stretch from the roundabout to past the houses on A631 and part of A162; to 50mph on the A631 to the existing 40mph through South Elkington and 50mph from the existing 40mph to just beyond the crossroads at the top of the hill.

 

 

38           PLANNING

                There were no new applications – the amended plan for 12 holiday cabins at Thorpe Hall had been circulated and the previous comments regarding concerns for access submitted.

39           ANY OTHER MATTERS

                Discussion on the planning situation regarding a proposed tea room at a property and a holiday let at another property.  Clerk to check planning system.

                Anti Vax graffiti still on road signs near roundabout – Clerk to chase LCC

                Concern at visibility for walkers crossing roundabout raised, Clerk contacted LCC to ask for bushes and trees to be trimmed back – Clerk to chase.

                Overhanging branches from trees near roundabout – Chairman had spoken to land owner who is working with LCC to have them dealt with but would need a road closure.
