ELKINGTON PARISH COUNCIL

MINUTES OF THE ORDINARY COUNCIL MEETING

HELD 3RD DECEMBER 2024

Present: Cllr Williams (Chair); Cllrs Dobson,  Day, & Gorwood

Mrs J. Cooper (Parish Clerk)

There were no members of the public present.

 

29          APOLOGIES  

                Apologies and valid reasons for absence were received from Cllrs Nayak, Lacey & Jobe (Cllr Jobe arrived at the final item), and these were accepted.

                Cllr Fry (ELDC) had also sent his apologies.

30          DECLARATIONS OF INTEREST

                There were none

31          MINUTES OF THE MEETING HELD 3RD SEPTEMBER 2024

                It was resolved that the Chairman sign these as a correct record.

32          UPDATES

                Quickline hub – Clerk to check this had been installed and the password for users.

                Clerk had sent 2 letters to Cllr Marfleet regarding the continued poor condition of Acthorpe Road, to send a further letter.

                Christmas tree – it was noted this had been delivered and erected, awaiting lights.

33          UPDATE FROM LCC/ELDC

                There was no update.

34          FINANCE

                a)  Accounts for payment:

                it was resolved that the following accounts be paid, Clerk to forward cheques on to signatories when new cheque book arrived. 

                Clerks salary & PAYE (Oct/Nov/Dec)                                                               £351.73

                Strawson Trees                                                                                                             £  89.76

                Church Institute – Clerk authorised to forward cheque when invoice received.

                Following discussion it was resolved that the Clerk investigate moving the Council’s account from Lloyds to Unity Bank.

                b)  Signs – Littering.  The Clerk pointed out the cost of the signs and the sizes –

                3’ x 2’ – “Respect Lincolnshire – Take Your Rubbish Home”                             £48.95

                400mm x 300mm “Please Don’t Leave Rubbish Here”                                       £13.89

                400mm x 300mm “We Try to Keep our Village Tidy”                                              £13.89

3’ x 2’ “Don’t Be a Tosser – Take Your Rubbish Home”                                         £48.95

Members present felt the final proposed wording not to be appropriate.

The Clerk had made enquiries and advised that the larger signs were not exempt signage from the Consent to Display Advertisement regulations and would need an application to ELDC for consent.  In addition, to be placed on the verges or layby may also require permission from County Council and the Planning Officer suggested discussions with LCC to see if any signage could be incorporated within their traffic sign.  As such it was resolved to defer this item until the next meeting when Cllr Lacey could be present to come to a decision.

c)            Precept/Budget – Discussion on the proposed budget for 25/26 followed.  It was then resolved that the precept remain the same as previous year at £2053.

35          CORRESPONDENCE

                E mail from Road Safety partnership asking if Elkington Parish wished to have volunteers trained to operate speed devices.  It was agreed not to pursue this at this time.

36          VILLAGE MATTERS

                Thanks to Cllr Lacey for repairing the notice board

                It was noted that the Parish Council is extremely disappointed in the seemingly lack of response from Highways/County Council regarding the condition of Acthorpe Road.

37          SOLAR PANEL ON SPEED INDICATION DEVICE

                It was agreed to defer this until 2025.  Concern was raised that the device may not benefit from a solar panel due to its position under trees.

38          ARCHER SURVEY – SPEED A631

                Road Safety Partnership had undertaken a survey on traffic speeds on the A631for 7 days commencing 10th October 2024.  Analysis showed that the average speed was 36.4 in the 40mph limit.  The results of the survey showed that the criteria required for either a fixed or mobile speed camera enforcement is not met.  The report was noted.

                There were no applications/decisions
