Minutes of the Ordinary Council Meeting
Held 8th September 2026
Present: Cllr Williams (in the chair); Cllrs Day, Dobson, Gorwood, Nayak & Jobe.

17 DECLARATIONS OF INTEREST
There were none
18 CLOSED SESSION/CO-OPTION
It was resolved not to move into Closed Session. Members considered the two applicants for co-option, Mr Randle who lived in the village opposite the hall and Mr Godden who lived in Louth (on the boundary). After due consideration it was proposed (Cllr Jobe), seconded (Cllr Nayak) and resolved that Mr Randle be co-opted onto the Council following a unanimous vote.
19 DECLARATION OF ACCEPTANCE OF OFFICE
Cllr Randle joined the meeting and signed his Declaration of Acceptance of Office which was counter signed by the Clerk as Proper Officer of the Council.
20 MINUTES OF THE MEETING HELD 5TH MAY 2026
It was resolved that these be signed by the Chairman as a true record of that meeting.
21 UPDATES
The Clerk had received the Internal Auditor’s report – no IT Policy (resolved at the May Annual Meeting), £2 difference in insurance figures and AGAR figures for Assets. These comments were noted.
22 REQUEST FOR SPEED LIMIT REDUCTION ST MARYS LANE
The Council had been asked to support a resident on Westgate in having speed limit on the road from the roundabout to St Mary’s Lane to be a 40mph. The Clerk had forwarded the request on to LCC Highways who responded - The section of road Mr Godden is referring to has little development along it and we would therefore calculate an accident rate to determine if a speed limit can be justified here. Given that there have been no reported injury accidents over the last five years along the unrestricted stretch I regret that policy criteria have not been met for a limit here and we will be unable to extend the 40mph limit as suggested. In view of the Highways response members felt this could not be progressed further, but it has been noted.
23 ELDC/LCC UPDATES
Cllr Fry (ELDC) gave a brief update, in particular the Government’s decision to delay reorganisation. Shadow elections will not now take place in May 2027 (although ELDC/Parish Council will). Food caddies have been delivered, for collection in October.
24 SOLAR SPEED DEVICE
The Parish Council had received a grant of £2000 from ELDC. No further grant money has been received, Police Crime Commissioner felt it did not meet their criteria and the Clerk had not heard from LCC Councillor.
After much discussion it was felt that to purchase two devices at £5615 would leave the Council with dangerously low funds for the rest of the year.
It was resolved to look at purchasing one unit. Cllr Jobe volunteered to take delivery and to liaise with LCC regarding the best position.
25 FINANCE
It was resolved that the following be paid:
Clerks salary & PAYE (June, July, Aug, Sept) £438.52
Internal Auditor £ 30.00
Hire of Hall – Elkington DCC £ 60.00
26 CORRESPONDENCE
There was none
27 PLANNING
Applications for the alterations to Church Farm and the solar panels had been circulated and these were noted.
28 ANY OTHER MATTERS
Cllr Randle volunteered to take on responsibility for checking the defib.
Discussion on the Jubilee Tree – it was agreed to leave it as it is.
29 DATE OF NEXT MEETING
This was agreed as 1st December.
