MINUTES OF THE  MEETING

HELD 6th September 2022

16           APOLOGIES

                There were none.

17           DECLARATIONS OF INTEREST

                There were none

18           MINUTES OF THE MEETING HELD 10TH MAY 2022 AND EXTRA ORDINARY MEETING HELD

                31ST MAY 2022

                It was resolved that these be signed by the Chairman as a correct record.

19           UPDATES FROM THOSE MEETINGS

                Clerk confirmed having sent in the Council’s objections to the planning application and the Listed Building Consent for the proposed dwelling adjacent Church Farm.

                Clerk also confirmed contacting the authority regarding pedestrians signs off the Louth by pass, through Fix My Street.  Response was that records had been checked back to 2008 and no signs were shown as being in situ. Therefore no further action.

20           FINANCE

                a)            Accounts for Payment:

                It was resolved that the following accounts be paid:

                Clerks salary & PAYE (June, July, Aug and September)                                      £334.32

                G & B Dobson – fencing for jubilee tree                                                                  £  95.18

                (concern was raised at the condition of the tree, to be monitored)

                b)            Income and Expenditure 1st April – 31st August

                This was noted

                c)            It was agreed to purchase a Christmas tree for the village – same as previous years.

21           CORRESPONDENCE

  • Broadband provision – document received from Cllr Fry circulated to members.  Concern was raised at the lack of communication and progress and it was agreed that the Clerk write to Cllr Fry, Victoria Attkins (MP) and others involved.
  • Email from Smaller Authorities Audit Authority asking if small Parish Councils wished to opt out of central procurement of auditors and appoint their own, it was agreed not to opt out.
  • E mail – two proposed reservoirs, one in Lincolnshire but no defined location known as yet. Noted
  • Clerks and Council’s Direct (Cllr Lacey took)
  • E mails advising of contacts for Equinox Festival
  • Letter from HMRC advising of potential fine for late payments – Clerk appealed as council only meets quarterly payments are only paid quarterly.

22           GROUNDS CONTRACT

                Discussion followed on the tender document and the need for some ad hoc works in the village particularly around the War Memorial.  It was agreed that a local contractor be approached, and that Cllr Lacey would be his point of contact.  Works to be done include care around the War Memorial and painting of seat and bus shelter as and when required.  Cllr Williams to approach contractor to ascertain availability and possible prices per hour/job.

 

 

23           PLANNING

                Discussion around the reasoning of the inclusion of the solar panels on the application for alterations to the roof at the Church followed, and an explanation of the Diocese policy on requiring churches to be energy efficient.  Clerk read out the comments from members which had been sent to ELDC.

                Decision notices received:

                N159/431/22 (planning application) and N159/868/22 (Listed Building Consent) for erection of a house adjacent Church Farm – both conditionally approved (conditions: to be built in accordance with plans; structural report on crew building and wall to be submitted to ELDC; schedule of external materials to be approved; 1m sq brick sample to be approved; surface water strategy to be approved; hedgehog commuting route, swift and bat boxes to be approved; window frames and doors to be approved; to be in accordance with Ecological Appraisal; landscaping to be approved; removal of some Permitted Development rights; accommodation marked as”guest house” to be incidental to use of dwelling and not sold or let separately; to be constructed to Building Regulations Pt 2 (G) in terms of water consumption.)

                Members thanked Cllrs Williams and Fry for attending the planning meeting and speaking on behalf of the Parish Council and residents.

24           ANY OTHER GENERAL MATTERS

                Cllr Nayak reported the footpath on the main road was dangerous for mobility buggy users (Clerk to report)

                Cllr Williams raised the matter of Louth Town Centre proposals, including pedestrianisation of Cornmarket and the siting of seating in Mercer Row.  It was agreed the Parish Council should write and object to the seating units as dangerous structures and comment on the proposal to pedestrianise Cornmarket.  It was noted that many residents see Louth as the nearest Town Centre and therefore it was felt that the Parish Council could comment.

                This was set as 6th December 2022 at 7.30pm
