39 APOLOGIES

40 DECLARATIONS OF INTEREST
There were none.
41 MINUTES OF THE MEETING HELD 6TH DECEMBER 2022
It was resolved that the Chairman sign the minutes of the meeting held 6th December 2022 as a correct record of that meeting.
42 UPDATES
Minute 37 – grant received from ELDC councillor Fry, who was thanked, and works to the bench undertaken by Inspire, organised by Cllr Lacey who was also thanked.
Discussion on the Jubilee tree planted, it was agreed to leave it for this season to see how it grows.
43 LCC/ELDC MATTERS
There was no LCC representative.
Cllr Fry updated members on some ELDC matters including a Sustainable Warmth Grant available for households not on gas network who can apply for a grant to improve energy efficiency of their homes, subject to status.
ELDC has been awarded a £5m grant from Arts Council to improve Embassy Theatre in Skegness.
ELDC completed move to The Hub at Horncastle, Tedder Hall and Skegness Town Hall now sold.
44 FINANCE
a) Accounts for payment. It was resolved that the following accounts be paid:
Clerks salary & PAYE (Jan/Feb/Mar) £246.99
Spire Windows (Inspire) – bench work £ 50.00
Church Institute – hall hire March – Dc 22 £ 50.00
Clerks expenses 1/4/22 – 31/3/23 £ 27.80
b) End of Year balances – these were noted.
45 CORRESPONDENCE
Clerks and Councils Direct – circulated
Elan City – speed devices – to look at for the next meeting
46 DEFIBRILLATOR
After much discussion it was resolved that Elkington Parish Council purchase and maintain a defibrillator for the village, and approach Lincoln Diocese for consent to install same on the end wall of the Church Institute.
47 RECYCLE BINS
These had been removed
48 ELDC PRIDE OF PLACE
Email from Cllr Fry regarding ELDC Pride of Place team, a team of employees who will visit areas to clear up and clean areas in need. It was agreed to ask the team to look at clearing the footpath alongside the main road which is overgrown with grass and mud and to look at the layby on the exit of the village on the road to Ludford which is subject to fly tipping.
49 BROADBAND UPDATE
There was still no firm scheduled start for installing fibre broadband to the village, and it was agreed that the Clerk write to the relevant authorities to request a full update on when fibre broadband will be installed as it was felt Quickline was not the answer in this area.
50 PLANNING
There were no applications or decisions to note
51` ANY OTHER MATTERS/ITEMS NEXT AGENDA
Clerk to report broken edges and potholes along the Acthorpe Road.
It was noted the War Memorial needed a clean, Cllr Lacey felt the community should get together to do this.
Clerk to contact LCC for an update on the proposed changes to speed limits along the road
Clerk to contact LCC regarding purchase of a further 4 x 40mph speed signs.
52 DATE OF NEXT MEETING
This is scheduled for 15th May 2023 – 7pm Annual Parish Meeting and 7:30 (or immediately following APM) will be the Annual Council Meeting.
