Minutes of the Ordinary Council Meeting held
12th September 2023

It was resolved that Cllr Lacy take the Chair.
16 APOLOGIES
Apologies and valid reasons for absence were received from Cllrs Jobe, Nayak, Williams and Day, and these were accepted.
17 DECLARATIONS OF INTEREST
There were none
18 MINUTES OF THE MEETING HELD 15th MAY 2023
It was resolved that the Chairman sign these as a correct record of that meeting.
19 UPDATES
Minute 6 – 40mph speed signs were now in position.
Minute 14 – Notice board has been repaired.
20 ELDC/LCC UPDATES
There was no LCC presence.
Cllr Fry (ELDC) updated members on the financial position of ELDC which is healthy. Government funding received to cover capital programme works to Skegness, Mablethorpe and Sutton on Sea, in particular the new leisure/learning centre at Mablethorpe and the colonnade work at Sutton on Sea.
21 DEFIBRILLATOR
Clerk gave figures for defib and cabinet from Community Heartbeat of £1650 ex VAT and delivery. Member of the public was invited to speak who gave information for a defib and cabinet from Safelincs in Alford which totalled £1565 inc VAT and it was resolved that the Clerk obtain a quote from Safelincs along with details of delivery and fitting and, if this was reasonable, then members moved that this be purchased. The Clerk advised that this would mean an extra ordinary meeting be called in order to approve this and raise the cheque for ordering.
22 FINANCE:
It was resolved that the following accounts be paid:
Clerks salary & PAYE (June/July/August and September) £268.44
Reimburse Clerk for payment to ELDC (elections) £ 48.50
R. Dun – ground works/tidying bus shelter and war memorial
(22 & 23 year) £115.50
23 CORRESPONDENCE
Clerks and Councils Direct – circulated.
YMCA potential funding for groups (email details to be forwarded to Cllr Lacey)
24 JUBILEE TREE
It was felt that, although small, the tree was still alive and agreed it be reviewed in Spring 24.
25 CHRISTMAS TREE
It was resolved to purchase similar tree to last year at a cost of £160 net.
26 QUICKLINE UPDATE
Firm had held a display in the village shop car park which seemed to have been well attended. It was noted that works to lay cables had taken place in and around the village.
27 PLANNING
There were no applications.
Decisions received:
801/23 – Extension The Brooms – conditionally approved (to be in accordance with plans; extension materials to match existing)
920/23 – Use as dog day care centre Tudors Worship – conditionally approved (to be in accordance with plans; maximum of 16 dogs at any time; only operate Mon – Fri 7:30 – 6pm, Sat 10am – 4pm)
1235/23 – Extension 2 Church Lane – conditionally approved (to be in accordance with plans)
29 ANY OTHER MATTERS
Road to Acthorpe now felt to be dangerous, Clerk to report
Agreed to contact LCC councillor to ask if recycle centre in Louth could be open more days than at present.

This was agreed as 5th December 2023 @ 7:30pm
